This blended learning course will provide you with an overview of strategy and planning for public transport, within a broader transport context, including key concepts and principles and current best practice and developments.
This course provides an understanding of the characteristics of public transport systems and a framework to analyse public transport performance. You will gain an appreciation of public transport concepts, issues and impacts and an appreciation of the drivers and the problems of achieving efficient operation of transport systems. Public transport management is heavily influenced by the regulatory and institutional framework and the financial environment in which public transport operates.
The course is presented using a blended learning approach, combining pre-reading and exercises, together with an intensive two-day face-to-face short course, including practical worked examples, case studies and exercises.
Course Outcomes
Public Transport: strategy and policy aims to provide transport professionals with practical knowledge and skills for planning public transport, including:
- Learn the key concepts, best practice principles and emerging developments in planning public transport and the context from a broader transport planning perspective
- Appreciate the nature and trends of public transport markets and the relationship between institutional issues and the provision, financing and operation of public transport activities
- Gain an understanding about economics, financing and evaluation of public transport projects, the impacts and costs of various services and modes and the factors influencing improvements to these systems
- Understand the factors to be considered in conducting demand and operational analysis in public transport
- Understand current in public transport planning and strategy
- Develop knowledge and skills to investigate issues in public transport policy and planning

Context of Public Transport: policy framework, priorities and objectives, institutional arrangements, emerging issues and trends.
Public Transport Modes: quantifying capacity by mode, quality of service variables, public transport network planning.
Strategies for Public Transport: urban transport planning process, integrated multi-modal transport, Connecting SEQ 2031.
Demand for Public Transport: factors influencing the demand for public transport, user and non-user perceptions, generalised and perceived cost, demand curve, elasticity.
Market Perspectives: types of users, expectations and issues, patronage levels, user perceptions and attitudes, factors affecting patronage.
Developing the Business Case for Public Transport: key elements of business case, service and infrastructure delivery,
Economics of Public Transport: fare policy, pricing structure, fare collection, public subsidy, costing public transport services.
Contracting Public Transport: public transport market structures, competition, ownership, regulation & contracting issues, models adopted for introducing competition and contestability.
Evaluation of Public Transport Projects: basic principles, evaluation methodologies, quantifying costs and benefits, economic appraisal of public transport projects.
Public Transport Data Collection and Analysis: data sources, issues, surveys, analysis and reporting, setting priorities for data collection.
Managing Public Transport Performance: public transport service performance, operating performance – comfort, availability, reliability, benchmarking.
Faculty
Professor Phil Charles from the University of Queensland, has been responsible for developing and implementing transport strategy and policy initiatives across Australia in government, as a consultant, researcher and educator.
Professor Luis Ferreira also from the University of Queensland, has a strong multi-modal teaching, research and management background encompassing road and rail, freight and passenger transport.
