		<description>I don&#039;t thing Victoria and Melbourne have been in any state to cope with population increase over the last 10 years.  This largely comes down to planning, preempting and delivering infrastructure that is now behind the eight ball.

Traffic congestion should not be what it is in Melbourne.  We&#039;re still a long way, away from largely populated cities such as London and New York.  Yet our infrastructure is dreadful.  Where is the planing at Federal and State level?  Its easy enough to let the students come into our country because of the obvious benefits our economy but what happened to planning for it?</description>
